Ambassador Gutierrez's 30 years with the Department of State, serving in high-level positions in Washington and overseas, provides him with the experience that allows him to easily navigate the Washington inter-agency process.  Gutierrez is a well-known figure among Latin American policymakers.  He has lived or served in Cuba, Colombia, the Dominican Republic, Portugal, Haiti, France, the Bahamas, Nicaragua and Argentina.  As Acting Assistant Secretary of Western Hemisphere Affairs, Ambassador Gutierrez had responsibility for the Western Hemisphere's 35 countries.  He has visited almost all Hemisphere nations, and a number of European countries.
